The R.M. of St. Clements Request for Qualifications (RFQ) to provide a Comprehensive Utility Operations Master Plan notice is now out, please see below.

The R.M. of St. Clements is seeking responses from qualified consultants to undertake a Utility Operations Master Plan.  The Municipality currently operates two wastewater lagoons, Lockport/Henderson Highway Wastewater, East Selkirk Water and Wastewater and Sunset Wastewater services.

The R.M. is interested in reviewing all available options for a forward path, including amalgamations of existing utilities, partnerships, and the current operating status quo, for the purposes of long-reaching and cost effective Utility rate setting Master Plan.

To date; the Lockport Utility has received a final PUB Order (2014), while East Selkirk and Sunset have received Interim Orders due to be updated to the PUB in December of 2018.  It should be further noted that the Lockport Wastewater treatment facility is slated to be decommissioned in 2020.

Qualified firms are requested to provide why the proposing firm believes itself to be best qualified to perform the engagement including a listing of similar project completed within the last two years.

To be considered, RFQs must be received by the CAO by 2:00 P.M. September 21, 2018.  The Municipality will create a short list from the responses (RFQ) received.  The RM of St. Clements reserves the right to reject any or all proposals submitted, and the selection of short list consultants will be made by the Council of the R.M. of St. Clements and is final and non-appealable.
