In spring of 2014, the RM of St. Clements was one of 18 Manitoba municipalities to team up with Eco-West to follow a five-milestone process to reduce their greenhouse gas emissions.
Eco-West will help the RM of St. Clements:
- Indentify sources of energy waste and inefficiencies in cost-cutting measures
- Measure results of the greenhouse gas reduction initiatives more accurately
- Be recognized as an environmental protection leader
- Increase stakeholder awareness of the RM’s commitment
- Access financial support for green projects from various levels of governments and independent funders
- Develop the local economy to be ecological and sustainable
The milestones are:
- Create a greenhouse gas emissions inventory
- Set a greenhouse gas emissions reduction target
- Develop an emissions reduction action plan
- Implement an Integrated Community Sustainability Plan
- Monitor progress and report results

This five-milestone framework was developed by the Partners for Climate Protection (PCP) program, an international network of municipal governments that is a is a partnership between the Federation of Canadian Municipalities (FCM) and the International Council for Local Environmental Initiatives (ICLEI).

Eco-West is an arm of Conseil développement économique des municipalités bilingues du Manitoba(CDEM) that aims to get rural communities involved in greening their local economies through:
- creating greenhouse gas (GHG) emissions inventories
- developing Climate Change local action plans (CCLAP)
- supporting municipalities seeking green technology commercialization opportunities
- attracting foreign direct investments
- training a skilled workforce
